Christopher Howse, the former deputy assistant secretary of state for East Asia, has written a new book about China’s cyber espionage.
China’s Economic Espionage: The Theft of American Technology and How to Stop It, was published in January by Georgetown University Press.
In a call with The Washington Post, Howse described how the U.S. government has struggled to catch China’s cyber spies.
Howse, who has been the ambassador to the Democratic People’s Republic of Korea, says he began thinking about the issue while observing China’s offensive cyberspying during a tour in May 2015.
“I was fascinated with the way the Chinese government has developed its cyber capabilities to such a high level and would take advantage of it in many ways,” he says.
One of the main lessons of his trip to China was to see how far along the country is in the implementation of its offensive cyber operations and to understand why those operations are so difficult to stop, he says.
“The Chinese are very methodical. They have a strategy that they’ve long run with and they’re sticking to it,” he says. “So how does one stop it?”
Howse says he has been conducting studies and writing reports about China’s cyber spying in the U.S. for more than a decade, but has never before published anything about the subject.
“With China’s cyber operations, it’s very interesting how their activities have evolved,” he says. “It’s becoming more and more sophisticated.”
Howse says that, as China’s cyberspying capability has developed, “it becomes harder and harder to stop them.”

The history and treatment of patients with Sanford-Wertheim syndrome is reviewed. The most common presenting symptom is fatigue, and there may be accompanying symptoms of bone pain, anorexia, nausea, and abnormal gait. Radiographic manifestations of the syndrome are the following: 1) abdominal widening, 2) prominent, well-defined lucencies in the cortical plates of the mandible, 3) narrowing of the body of the mandible, 4) metaphyseal osteosclerosis, and 5) cortical thickening of the femoral diaphysis. Surgical treatment has resulted in good to excellent long-term results in patients with asymptomatic lesions. Symptomatic cases are much more difficult to treat, and indications for surgical treatment are limited. The outcome of surgical treatment in our patients has been good to excellent.1.
